If a negotiation test fails, it means that the negotiation phase comes to an end. The merchant remains inflexible on the remaining items, and you will have to accept their prices as they are.
Example:
After 2 successes, your negotiation test yields a result of 9, while the difficulty was set at 12. The negotiation phase ends, and the prices of the following items remain unchanged.
